Charlbury is a vibrant, picturesque Oxfordshire town of 3,000. It has a rail station providing easy access to Oxford and London, and good bus connections to Chipping Norton, Witney and Oxford. Situated in the Cotswolds AONB it is a centre for festivals, has welcoming pubs, and is ideal for walking and cycling.

Charlbury Town Council (CTC) has 12 newly-elected councillors with a vision to transform our community consistent with the council’s declaration of a climate and environmental emergency.

We are seeking to appoint a highly motivated and dynamic individual (or individuals) to support the Council in the development, promotion and implementation of the Council’s policies, and strategic plans, including the preparation and delivery of a Climate Action Plan.

The ideal candidate will be a CiLCA qualified Town Clerk with a working knowledge of Local Government procedures, as well as a passion for taking action on climate change. (Consideration will be given to those who are willing to acquire the CiLCA qualification within twelve months of their appointment).

The successful candidate will have excellent administrative and partnership skills and an ability to work effectively with Councillors, the local community and external partners. They will have good communications skills, including the ability to write and post content for social media and the Council’s website. An ability to be flexible to the needs of the job is important.

As Clerk you will provide administrative support for all the council’s activities and advise the Council on legal, planning, and regulatory matters related to Council business. You will attend all Council and Committee meetings, requiring evening work on pre-set days. Full Council meets on the fourth Wednesday of the month.

As Responsible Financial Officer you will administer all of the Council’s financial affairs. This will require experience with financial/accounting practices, and use of commercial accounting software. The Council will support you in any required further training and continuing professional development.

The Climate Action Plan is a new area of activity and an opportunity for the successful applicant/s to use their own initiative and independence to move Councillors’ ambitions forward. The clerk will mainly be based at home, but will also be present in a local community facility for two or three sessions a week to be available to interact with members of the public.

To deliver on the Council’s climate ambitions, you will work with and through our seven climate and environmental emergency working groups. Whilst not essential, background knowledge and understanding in a relevant area related to climate change policies for mitigation and adaptation would be welcome.

This is a hands-on role that seeks to identify and implement best practice and exhibits a determination to succeed. This includes identifying sources of funding, making grant applications, working with other councils in the district that are also delivering climate action, whilst helping to mobilise community support.

The estimated requirement for the town clerk core duties is 21 hours/week. However, consideration will be given to candidates who wish to apply to include the climate action planning role, or to job-share candidates who believe that together they can jointly deliver both roles for which additional hours would be available.

The successful candidate’s (or candidates’) salary will be based on skills and experience and will fall within NJC pay scales 19 to 25 (£25,481 to £29,577 per year FTE (full time equivalent), with potential to progress to higher scales in post.
